If someone has been in a car accident and he/she is uncooperative and combative he/she may have damaged their chest from the impact and may be hypoxic (low oxygen level in blood). This may be the type of injury the ER doctor was discussing that lead to the death. Other sources of behavior problems may be low blood sugar, head injury, dehydration, carbon monoxide poisoning or underlying mental health issues brought forth by the stress of the accident. In any of these cases, tasering, handcuffing, and placing face down in the grass unattended with no further medical treatment will not improve his/her health status. The problem is not always alcohol or drug intoxication or criminal history as an indicator of current behavior.
When the only solution you have is a hammer, not every problem presented to you is a nail.
