Speaking from personal and professional experience - the majority of police officers only fire their weapons one or twice a year, for qualification purposes. In general, police officers are some of the worst shooters I have ever seen. I know of many cases in which an officer failed their qualification, but were later 'passed' during one on one sessions with the instructor. Protected classes who can't shoot get 'passed' quite frequently in this manner. In other cases, a non-qual looks bad on the training department, which also handles qualification. Can't look bad to the Chief, so non-quals get 'passed' later, after all the other officers are gone. In 22 years I never saw an officer disarmed and sent to remedial training.
