In any case, K-9s should be trained using decoys dressed in street clothes with protective suits underneath the street clothes. If you only ever train with heavily padded decoys, then that's what the dog learns to associate with attacking. But the dog should stop the attack the second the officer calls him off. Officer not paying attention here, perhaps.
