Unfortunately, this newspaper is not advocating the elimination of all Federal and state gun laws. What the newspaper is doing is protesting a Florida law that goes into effect October 1, 2011, penalizing all government bodies lower than the state of Florida that illegally pass or enforce gun laws. An 1987 act passed by the Florida Legislature reserves to the state of Florida Legislature the regulation of weapons and ammunition. All city and county laws on the books that regulate weapons and ammunition violate that law and are unprosecutable when challenged in court, but do penalize those now arrested and prosecuted under those local laws. The latest state law penalizes those that enact, maintain, or enforce illegal local regulation without benefit of government provided legal representation. State preemption makes unenforceable local regulations that impose a more stringent requirement on gun owners/buyers/users than exists for the State as a whole.
The State (not County/Muni/City/District/Zipcode/Neighborhood) is the correct level of government to make law/rules concerning correct/lawful behavior involving firearms. Concealed carry seems to be the most common concern, but some urban areas seem to wish to disarm the poor and put ranges/gunshops out of business in their zones. Portland Oregon is a City that would like to enact NYC/WA-DC or Chicago style gun laws, but are prohibited from this by the more rational 7/8ths of the State.
Portland Mayor Sam Adams (homosexual pedophile Marxist spendthrift, elected by 12% of the electorate as a majority during a March election, using public funds in campaign) is a "Mayor Against Illegal Guns", regardless that there is no such thing in Oregon.
From a practical position, rules for protecting yourself should not change as you walk a few miles. My CCP should not be invalid as I leave my block and cross the county line, but that is the case in California.
