The problem I see here is that a competent human being - a trained police officer - is being thrust into a situation where everyone surrounding him is a complete idjit who has trouble rolling a joint without spilling half the weed, let alone preparing and prosecuting a protest plan.
I think a subset of Stockholm Syndrome must necessarily be a problem for undercover officers working with idjits. Their thoughts must eventually get around to, "Maybe if I give them some help they can actually do something other than smell bad."
Old 60s type radicals always had a forum on Blowing up the Statue of Liberty or some such on the theory that anyone who showed up was an undercover operative.
