I'm still not clear on how they get around federal law, unless the gun owners themselves are "renting" and operating the machinery?
It sounds a lot like the "80% receivers" that you can buy without any legal hoops, because they are not "guns." You do the milling, drilling, etc. to make them into guns--and that's legal, as long as you never sell it, or transfer it any other way, apart from bequeathing it to an heir.
