Senator Gillibrand is being misleading when she claims that "well-regulated" allows for restrictions. In the language of the time, "well-regulated" meant what we would call today "well-trained". Any restriction of the right to bear arms, even as little as mere infringement, is specifically prohibited by the phrase, "shall not be infringed", which Senator Gillibrand did not mention, which is not surprising, since she means to infringe our Second Amendment rights, regardless of what it says.
