Well, gee, I'm sure if this were something like EEO and sexual harassment and tolerance policies, they'd have all received specific training with a signed acknowledgment placed in their personnel files.

I have no idea if he crossed a line.  We'll have to see what we can find out, made all the more problematic when the main sources so far for doing that are government statements.  And it's not like we see "Authorized Journalists" doing much more than propagating those to gin up fear and loathing.
