How would a ratified and enacted UN Arms Trade Treaty have prevented this, or had any impact at all?

That "tiny 3%" of an estimated 80 - 100 million gun owners would still be millions. Nice of him to take the mask off and show us the genocidal intent from those who want to initiate force, then use that as an excuse to eradicate us, and "plow [us] into the soil."
