He knows that repeal would not end RKBA, David. His point was that Congress, as a whole KNOWS that they'd find themselves out on their asses, if not strung up on the D.C. street lights, if they ever tried such a thing. I know how I'd react, if MY congressman came to a townhall meeting, and said he was sponsoring an Amendment to repeal the 2nd. And it wouldn't be effusive thanks.
