I've been saying for some time now, Congress should create a high school militia class, like Drivers' Ed, except a year long, for credit.
Right to Arms History, philosophy, and law, including self-defense law.
Map reading, search and rescue, first aid.
Range time with rife, shottie, and pistol.
Final grade of C or better gets you a militia card, the civilian semi-auto version of the current military duty weapon, and 1300 rounds of ammo, 1200 of which you are expected to expend at the range before the annual qualification muster.
If the government wants a gun registration list, the best way is for them to have a list of the people they've given guns to.
