closing down a ring of gun thieves becomes much harder when they have badges.
First, theft is theft. Wouldn't matter to me in the least if the cops kept the money, or it went to the state.

Actually, it is very EASY to close down a gun theft ring, regardless of whether or not they wear badges. If the Mere Citizens have the guts to do so. Is it time yet? Or are we still under the "No Fort Sumters" plan?
