It would be more valid and appropriate if instead of declaring reciprocity among the states, for H.R. 2959 to explicitly state that no Congress or state may pass a law infringing on the right to keep and bear arms, explicitly revoking any and all currently enacted laws at the Federal and state level. Inappropriate use of weapons will continue to be a violation of state laws.
