    Is this one of those places, like Milwaukee, where the police encourage citizens to report open carriers so they can lay the smackdown on them?

    I believe that any chief of police who encourages 9-1-1 reporting of OC is asking for a 9-1-1 call from me every time I see a cop committing OC.
