    As long as "the taxpayers" are charged with paying out for these repeated violations, this crap will continue.

    Fine with me. If the residents of these jurisdictions ignore the payout from their pockets to the plaintiffs - with no apparent repercussions - it WILL continue.

    Worse is better, Comrade. Worse is better.
