So let me get this right. We have a group established specifically to traffic in firearms. They're soliciting interstate money transfers to facilitate buying those guns. The are working to operate and purchase firearms in cities across the country.

I see RICO, felony gun trafficking, interstate wire financial crime, and receiving stolen goods just to start, by which I assume that Bloomberg is backing them.

"No, we are not an FFL. Our buybacks are operated through the police departments, and we never gain possession of the weapons turned-in."
Sadly, that seems to be an established precedent. IMNSHO (IANAL), that simply shifts the unlicensed , nonoccasional, nonpersonal, mass transactions onto the unlicensed cops, and should still be just as illegal for them as it is for us (ideally, it wouldn't be illegal for anyone, but that's in an imaginary constitutional republic).
