I covered that more than a week ago. HB 1589 as introduced is lifted word for word (with NH RSA-specific alterations) from " "Model Laws for a Safer America" issued by the San Francisco victim disarmament group "Law Center to Prevent [sic] Gun Violence". I don't know where the amendment (read it there, because it still doesn't seem to be on the NH legislature site) that replaces the entire introduced text originated. The amendment tried to make universal background checks slightly less unpalatable to honest people (and failed to do so), but clarified some language that makes it in clear conflict with federal law.
The bill was voted "ought to pass" in committee by a straight party-line 10 to 8 vote. Today it went before the entire legislature, where it was DEFEATED (yahoo!!) by a more than 2 to 1 margin.
Fuck you, Mikey Bloomberg, Mark Kelley, and all who rode in to our state on the sick, mangy horse.
