I Came to Casablanca for the Waters

The EPA is asserting that all ground water, whether temporary or not and regardless of size is part of the “waters of the United States.” [More]
Well, I'm on the ground in the United States, and I'm 60% (+/- a few) water.  I assumed I owned it.

Perhaps I was misinformed?
