I've heard different reports of just what kind of vest it was. I've heard several times that it was a flack jacket. If that's the case, they are not bullet proof. That was one of the first things we were told when they issued our's back in the 70's. Plus the fact they wouldn't stop all of the shrapnel. Add to that the fact that they are hot and uncomfortable and it's no wonder we hardly ever wore ours. Mostly we wore them when the big shots were around to keep them happy.
If it was indeed a kevlar vest, she's a bad shot at close range.
