Circuit Court Judge John Cooper this week ruled that “the Legislature may not grant the Governor the power to remove a county commissioner when that power is not provided by the Constitution.” [More]So this isn't so much a victory for those who would gut preemption as it is an insistence that you can't grant yourself powers out of thin air?
