The proposed ordinance is here (pp 26-27). It's not quite brightly-colored plastic squirt guns, but it's nonetheless pretty damned presumptuous and obnoxious:
EXHIBIT "A" SECTION 51.10A CARRY AND CONCEALMENT OF AIR GUNS AND OTHER REALISTIC FACSIMILES OF FIREARMS. It is unlawful for a person to carry openly or to conceal within one's clothing any spring-loaded, compressed-air, or other BB gun, airsoft gun, paint ball gun, pellet gun, or replica of a firearm on or into any public street, alley, highway, sidewalk, public way, public ground or public building, or within an automobile on a public roadway, without written consent of the Council, except in the manner specified for transportation, and in the manner authorized for concealment, by the Iowa Code pertaining to firearms. A person who violates this Chapter shall be guilty of a simple misdemeanor.I understand Councilman "No Fool Like an Old Fool" Phlegming is pretty upset that he was the one holdout still demanding that supplicants seek his Solomon-like wisdom and consent. There's nothing that says you can't still ask him for his permission before you make any decisions, if you'd like...or anything else you'd like to say to him...

That proposed ordinance may be new, but the fight goes way back. Iowa has firearms preemption, but anti-gun Attorney General-for-life Tom Miller has more than once told cities and counties that it's ok to ignore it. See the two PDF links near the bottom of the following:
