He actually sounds like one of the smarter ones. [More]

Charges ought to be filed.  And I'd like to know more about him, starting with who and where he is.

Mental issues or not, we have a right to know about public dangers.

    Even if mentally impaired, this would be a good reason to involuntarily institutionalize him. He is OBVIOUSLY a danger to others.
