    I was going to send you this, for a different reason:

    Bob Owens seems to think a possible 'solution' is federal preemption. I don't know.

    I think I need to see the clause in the Constitution that delegates such a power to Congress and then hear arguments and see them substantiated before I could offer an informed opinion. Offhand, I'd need to see why that doesn't violate the Ninth and Tenth Amendments in the Bill of Rights.
