German Translator Needed: Inquire Within

I have an image of a German language document.  Because it's an image, Google Translate won't work.  I'm looking for a trustworthy volunteer, someone a gun rights supporter can vouch for, to spend a few moments reading it and tell me what it says, and also to verify its source on a government website.

UPDATE: There's a glitch with the doc link I placed in comments, so I also posted it to Scribd.
