About That Fourth Circuit 'Strict Scrutiny' Decision

This is another one I need to find time to discuss in detail.

For now, one of the best write-ups I've seen is on Legal Insurrection.

I'm glad to see the standard applied. I find one of the points being emphasized to be extremely dangerous.
