If Sen. Cruz released all sealed documents. He can be the one that ends this.
As long as he's certain of his legal position, why wouldn't he? Because not doing so will only lead to speculation that it would reveal considerations that could make rulings go the other way.
Let me put it another way: You're an employer. You have multiple candidates for a vital job. You ask for documentation on application-claimed background information needed to meet essential hiring qualifications required by top-level policy, and he refuses to produce it.
How do you hire him without violating mandatory policy?
