    2013- EPA drafts 'Clean Power Plan' regulations to fight carbon pollution. EPA head apparatchik Gina McCarthy says "We're being sued by 15 entities, so it must be pretty cool". It ended up being 27 states that sued.

    Gina McCarthy, 2016, in testimony before Congress- "It's not about pollution, it's about investment".
