You mean the folks who arrive after the first responders have responded?

And what's this "allow"...?

    First responders, second responders, the people, whatever.

    They should use this for guidance in this matter:

    "... the right of the people to keep and bear Arms, shall not be infringed."

    If they stopped infringing, then there would be no need of further discussion.
