So in New Jersey, a citizen in danger of "substantial bodily harm", does not, in the eyes of the court, meet "justifiable need" for a carry license to have the capability to PREVENT "substantial bodily harm". In New Jersey a citizen must first SURVIVE "substantial bodily harm" to meet "justifiable need" for a carry license to have the capability to PREVENT "substantial bodily harm".

In New Jersey, as it equates to meeting "justifiable need" for a carry license, BODILY HARM DOES NOT QUALIFY AS "SUBSTANTIAL" IF YOU SURVIVE YOUR INJURIES.
