I think Ace of Spades covered this the other day (http://minx.cc:1080/?post=365259). Short version: Sen. Perry doesn't believe in "small government" like his constituents do; he "Yeah-yeah'ed" that point to get the appearance of agreement and consensus (and their votes).
The question now is, what are they going to do about it?
Besides, safety and liability notwithstanding, there's no replacement for "local intelligence", which the out-of-town "authorized rescuers" don't have, and which is necessary for effective rescue operations.
He's a prime example of why Republican voters are annoyed with "republican" legislators. I had no idea that paying a "fee" makes you more qualified.
