    "purposely hands-off philosophy and purposely minimalistic"

    In other words the exact opposite of the conditions obtaining today. Such a scheme would - COULD - only work in a world where the majority of people who had reached their majority were, in fact, adults. In the world in which we find ourselves currently it could not work.
