  1. But if a person has one of these cases it would give the cops in Chiraq a really good excuse for shooting someone carrying a cell phone. Sounds like a win for the cops.

    Interesting choice of words, "saddled with", but it implies a false narrative of the facts.

    "Saddled with" implies that the city got the reputation unfairly; the horse, after all, doesn't ask for the bit and harness, but the rider insists. In contrast, all honest accounts show the city earned their image, and did so willingly.

    By allowing corruption to prosper, by not rejecting and purging it from their midst, the City Council welcomed their reputation.

    "Saddled with" is a lie.
