There is so much wrong with that article and the (alleged) journalist's conclusions that it totally boggles the mind. Wonder if the author is aware that if the alleged "signal" is coming from somewhere 3 billion light years away then it took 3 billion years to get here. Why send out a signal which could not be replied to in under 6 billion years. 6 billion years is almost half the age of the universe and is time for the star around which the homeworld of the message's originators to go nova depending on its class.

Well see, the signal is going faster than light. So it gets here in about 2 years. Wait, if it's going faster than light we probably couldn't detect it. Never mind! My tinfoil hat just melted.
