Cannabis use has now been decriminalized in one way or another in more than 50% of states with more expected this year. Asking to list use is a crime right up front, because it's a question about your medical history, prohibited by HIPAA. There are criminal penalties for violation of HIPAA, no one can be required to provide HIPAA information.
Wasn't there a kerfluffal a while back about self incrimination regarding fugitive from justice of similar on the old 4473?
