Remain calm. Everything is under control. Governor Brown has finally appeared (in Sacramento, not Oroville) to comfort the residents downstream by saying he is going to leave this extremely serious situation to the experts.
That would be the same experts that ignored the warnings in 2005.
Coincidentally, neither the retired Department of Water Resources Director (who is now a lobbyist for the water contractors) or the current Acting Director can seem to recall anything about what transpired in 2005.
First thing I thought of was all the New Orleans Democrats who diverted the emergency levee money into building a luxury marina, right in time for Katrina to swamp the neglected levees.

Not to worry-- give it a few months and they'll be upping their stranglehold on farmers and ordering people to let their lawns die due to drought.
