And yes, I've heard the "wolf dog" horror anecdotes. I've also heard of many loving bonds with responsible humans. Besides, a bigger violence is being committed here.
And a faceless bureaucracy that has "sent hither swarms of officers to harass our people" ensures no individual is held accountable for the expense and the pain they cause.
Looks like a garden variety pooch. Send a family pet of ten years to a "Wolf Sanctuary"? Which government official has a friend who runs the subsidized sanctuary, and needs more subsidies? I wouldn't just hire a lawyer, I'd hire a private investigator to dig up the contacts. Somebody wants to do a friend a favor, and at the family's expense.
