Speculation is all this is, but likely the towers include a variety of radiation, chemical, and thermal sensors, and voice and video recording and recognition components. If a bomb, dirty or otherwise passes into the tunnel, authoritahs are notified. But the burning question is why bridges and tunnels? Unless the towers also contain some form of pre-entry blockade, what could justify the enormous cost if potentially the bomb could be activated on or inside the protected structure?
Lets see... Simultaneous detonation of dirty bombs in every tunnel, including subway tunnels, and on every bridge and "Escape From New York" becomes a real life action adventure rather than a so so movie.
NYC, within the past year or two, announced plans to record identifiable images of every motorist entering the island nation, and if memory serves also published requests for proposals.
Every motorist, and I guarantee you every pedestrian, bus or train rider. Airline pax are already known quantities.
