Extreme Risk

And how is the extreme risk of imposing prior restraints on fundamental rights without due process mitigated once we start recognizing "Only Ones" as "stakeholders"?

And more to the point-- if they know someone is an extreme risk, what the hell are they doing leaving him free to stalk among us, with his target(s) "protected" by no more than a piece of paper?
