The title is "Chairman". It matters not if the occupant of the chair is male or female.

When the sex is not specified, the masculine is assumed. This is standard English and has been for centuries.
In case the concept isn't grasped, the word "Man" refers to a human being. A human being with a womb is called a "womb-man", or more commonly, a "wo-man". When one doesn't specify if it is a standard issue "Man", or a "Womb-man", the Masculine, singular, referring to the standard issue, is presumed and is inclusive of both.
