    How about this (yes I have said it before...):

    I have decided that YOU are breathing too much and thus, by your exhalation, are contributing to Global Warming. I have decided to put a restriction on your right to breathe. I'm going to put a C clamp n your throat and I'll decide how much restriction is "reasonable".
