Would I be wrong to presume a leak and an effort to identify and/or protect the leaker?

    No FFL I spoke to has seen it. No coy "We can neither confirm nor deny," but flat "Nope." One pointed out that there's no reason not to publish it, if it exists, since guidance memos to FFLs are public.
