  1. Honestly, David -- I have never made that argument and I still won't.

    Virginia is a 'Dillon Rule' state for a good reason, although perhaps a reason not anticipated by Judge Dillon.

    The localities are the concentration of Cosmopolitans and Progressives who hate us Bedrock Americans. Preemption strips them of the power they would otherwise use to rule over us.
