The EEOC discourages employers from conducting criminal background checks on job applicants and requires employers to hire felons unless they can show “business necessity” for not doing so. [More]
And, of course, they're let out because time's up, not because they're "safe."

  1. And most companies prohibit the use or carrying of firearms by employees on company property, so if said felon gets frisky, there's not much a coworker can do about it.
