Hmm... If SCOTUS holds that the law is unconstitutional, it was unconstitutional from the moment of enactment. Wouldn't it be nice for SCOTUS to rule that all the fees paid for denied applications be refunded. NYS would have to sell its population into sex slavery before they could pay that bill.
