There’s nothing new about this concept, including the fact that the academics keep acting as if they’ve uncovered something brand new.

There is a corroborating study of Charlotte, NC gunshot victims by Profs. Lumb and Friday of the University of North Carolina, Criminal Justice Dept.
79 of the 632 victims studied are under 18 and the juvenile records have not been opened for the study. But of the 545 adult victims, 71% (387) had a known criminal record of 4334 arrests, including 801 felonies. 90.2% of that group ( 349 ) have recorded convictions.
* about 22% had a serious felony record in their history
* 53% had other felonies
* 82% had serious misdemeanors
* 90% had at least one misdemeanor charge
* 59% of the adults had at least one felony charge
* 48% had been incarcerated.
Do I hear the term "net benefit" somewhere?
