    Sure, he "did nothing wrong" during the shooting.

    The problem is, he also "did nothing right" during the shooting, including radioing inaccurate information to other responders and not engaging the shooter.

    17 people were murdered on his watch, while he stood by and "did nothing wrong" ... except that "doing nothing" is and was, in that context, 100% wrong.
