Back from when Washington DC had effectively (and unconstitutionally) banned all firearms:
"A similar estimate by BATF working in conjunction with the Washington DC police of all firearms confiscated put it at 40% smuggled from outside the District, 40% stolen from the Washington police themselves, and 20% illegally manufactured or homemade.
