Read the Constitutional language and you'll find that while it gives the Senate the power to confirm SCOTUS appointments (and others) there is no requirement that the Senate tank any action to do so.
Axelrod can go pound salt. McConnell is the Senate Majority Leader and can do pretty much whatever he wants on the matter as long as he holds that position.
