While it's true that most with disabilities do not pose a danger, the failure of the legal system to recognize "the law" contributes greatly.

I guess it's easier to just confiscate guns.

    BINGO!

    Besides, they're not really interested in fixing problems. Their motivation is in raising funds and getting re-elected. If they solved all of the old problems, how would they raise money and votes by promising to fix them?
