I have a differing, modest proposal that should promote an environment where mass shooters would not prevail:
1. Constitutional Carry for all.
2. Open carry allowed.
3. No Gun Free Zones.
4. Free or low cost firearms proficiency training for all who desire to receive the training.
5. Financial incentives to essential personnel to train and carry.
6. Removal of disincentives to not train and carry (for example, no sales tax on firearms, ammunition, training).
I am sure that others will also have other suggestions to promote this environment.
Currently, for every six registered voters there is one person who holds some type of Florida issued firearms permit. Florida does not require a state issued license or permit to purchase a firearm, keep a firearm in a home or one's business, or to keep a firearm secured out of sight in a vehicle.
